it takes to long for upcoming highDEAS to make it to the top upcoming, and then into the popular section. but once they make it into the popular section, the imediately take off.
more people need to spend time in the upcoming section.

True. Also you might have a good highdea that gets like 5-6 votes right away then the site is flooded with people triple posting things like "weed is good" and "i like to eat when i'm high" and then the good ones just get lost in the sea of average and misc. ones.
