Cats can't get high. Catnip will get them a similar high to what we get from weed. Dogs can get high though.

and to the original poster: how could you tie a sock around a cats waist? like a tube sock? ive been thinking about this for a good 30 minutes, no way would my cat let me tie a tube sock around his waist. maybe some pantyhose, but a tube sock (im assuming) would be too hard to get around them. and my cat is sleeping, i cant get it underneath him.
